Campbell Union High School District (CUHSD) proudly announces its English Language Development (ELD) Academy as a 2025 Glenn Hoffmann Exemplary Program Award recipient. This award, presented by the Santa Clara County School Boards Association, honors programs with a measurable impact on student success.
Launched in August 2022, the ELD Academy was developed in collaboration with district administrators, counselors, and Teachers on Special Assignment (TOSAs) to support Emergent Multilingual Learners (EMLs). The program strengthens English proficiency through intensive practice in speaking, listening, reading, and writing while fostering community among students.
The program has demonstrated significant success, with graduation rates rising from 68.3% to 82.8% and reclassification rates quadrupling from 7.6% to 31.1% since 2018. Additionally, English Learner Progress Indicator (ELPI) data shows consistent growth across all learner groups, validating the Academy’s focus on language development, academic achievement, and student engagement. These outcomes validate the Academy’s focus on language development, academic achievement, and student engagement.

The ELD Academy’s sustainable model ensures long-term impact through dedicated TOSA leadership and a scalable curriculum. Integrated into CUHSD’s Local Control and Accountability Plan (LCAP) and Multilingual Learner Master Plan, the program aligns with state priorities, including academic achievement, course access, and student engagement.
The Hoffmann Awards, named after former County Superintendent Dr. Glenn W. Hoffmann, recognize innovative programs that improve student outcomes. This is CUHSD’s second consecutive Hoffmann Award, following its 2024 win for the Post-Secondary West Valley College Partnership.
